There are a lot of vendors but they all sell 1 or 2 level appropriate piece of equipment. Usually an int chest with strenght on it or some useless ring.

Are some Interesting Npc's with some armor as well, some near the covenant,quite afew of the magisters in the prison area and the handful of paladins situated by the Church.

Lastly, some good stuff you can just make. An armor of the externals made at 19 or 20 will be very current through final battle. The odds are at level 21 you are wearing a lot of loot and some purchased items
