how do you cure silence?

Silence is cured by First Aid (hunter skill), Blessed Smoke Cloud (Throw a smoke screen grenade then class Bless on it)

Shackles of Pain is only cured by Sebille's unique skill Break the Shackle

FYI....Cryogenic Stasis removes Shackles of Pain.

I mean. What caused it? Because it sounds like a continuous situation the way you described it, not just a random silence from combat.

Sounds to me like you may be wearing the Magical Armor that silences the wearer, if you cannot get rid of it by any means :/

Check your equipement you may have something there.

Game has a bug where if an equipped item is causing the status that you want to get rid off, clearing it causes it to come again immediately. But if you save the game and reload, then clearing status works perfectly. I have achieved this for atrophy and silenced.

For silence, use arcane twitch.

I had managed to do this without knowing it with the very silent chestpiece. After doing lovriks quest and re equipping it i couldnt for the life of me figure out why I couldnt clear the status again. Youre the man!
