I cant find Featherfall quest location in the stonegarden graveyard, am i blind?

He is ON TOP of a tall shrine-like building. Look for a short tower with a flat roof that can be entered.

you also know what i should say to the condor to follow me, or what stats i need to have in order to convince him to join me? i'm lvl 16 now
