Raise Bone Widow - Where?
This skill book is supposed to be sold by Bree trader in driftwood or Tarquin, but neither has it? How do I get it?

I bought it off Tarquin before I left the Lady Vengance for Driftwood.

Skill book vendors have a level requirment to sell skills. Thing its 1, 4 and 10.

Technically the skill vendors in fort joy will sell it if you got to level 10 in fort joy.

Yup purely a level thing. Bree will always have the book if you're the right level.

I think level 16 is for the final tier of skills
