When you get to the sawmill, there is a livewood log you can talk to when using spirit vision. He'll ask you to kill the spirit of the sawmill foreman, a human who's ignorant of the fact that livewood trees are elves in their next stage of life. After completing it, it gave me the villian tag. So you can get it later, though I'm not sure if it requires just 1 evil act or more. Probably the latter since I didn't get the hero tag straight away despite the number of people saved.
Kinda like you can get the Hero tag by different means in Fort Joy.
I don't know who I can leech to get the villain tag in Act 2 :/
