The key is a reward for the Driftwood Arena, found in the hatch that you can access as a champion (as told by the dwarf attending it).
The key to this door is absolutely a reward from being the Driftwood Arena champion. The Key of the One is in the champion's vault, which you're given access to once you become champion in Driftwood.
So I take it you never investigated the area above the voidwoken cage after winning in the arena. Might be worth going back if you have a save.
lockpicking is well served by having a few points (like, 3 maybe 4) in it on someone and then when you run into an annoying door, you can equip a set of gear you have saved (usually a belt, some gloves, the armor you bought in act 2 with it, etc) which punches your 3-4 up to close to 10 (assuming you have +2 items mostly by this point) which opens most doors that can be picked. Lockpicks are annoying if you lack an undead thief, but you can make them if you picked up all the nails you find at construction areas.
Lucky charm works like that too. Just have 4 or so points on someone and then put on items before you open the 50 crates in whatever room.
