Do You Need to Sneak to Pickpocket?
How exactly do you increase the chances of stealing besides upping that skill alone?

You need at least a point in Thievery to be able to pickpocket someone. The amount of point in thievery gives you more weight/value of good you can pickpocket.

leveling sneaking lowers the sight range of npcs, making it easier to be in sneak mode and enemies that are patrolling less likely to spot you due to the decreased sight range. (you can hold shift to see sight ranges)

leveling theivery increases the amount of stuff you can steal while sneaking. You can only steal once, from any particular vendor.

At the moment sneaking is useless unless you're using it for a stealth combat build, so just max theivery, if you come across hard to pick pocket enemies, just open dialogues with them and teleport them to somewhere where noone else is around.

Stealing always work as long as you're in sneak mode and behind the target. You don't need the actual sneak skill.

Thievery skill determines the max amount you can steal. But as long as you're under the limit it always works.

That said you can get caught if the target moves and turns around or you don't flee the scene for a bit after stealing something.
You can however use sneak mode to sneak up on some enemies and remove items from them that could cause issues, i did this vs Kniles for example to remove his charm grenade... this made the fight alot less annoying, and i assume this is the case for almost any NPC that uses grenades on you.
