Antique Ring??? (City of Arx)

So I came across this vendor who's selling this ring. Not particularly good, but the price suggests to me there's something significant about it because of it's price (over 91000 gold)? I would try buying it if I could afford it XD

Anyone bought it? Maybe it's quest related for all I know, and I just haven't gotten there yet?
