I was so disappointed as well but mostly about the range of this skill... It says "leader in sight", and this means, obviously, that all your companions are really short-sighted...since the distance is like 5 metres.
It's only 3% each point
For example, I like to have a Wizard (pyro/geo) who usually ends up setting everything in sight on fire. Leadership makes it much easier to get enough fire resistance to stand in Necrofire all day for elemental affinity.
If you're using fire much around cursed surfaces like I do it doesn't hurt to build fire resistance for your entire party tbh, again leadership is nice for this.
The dodge is less useful but it's not completely useless, especially if you have a dual wielder in your party.
Sure it's useful when leadership is just attached to your equipment but not worth spending points in
Harmful effects dont really work in Tactician where enemies have tons of magical shield.
Most enemies also have teleportation, magic and grenade. They dont walk around a lot.
