Next are the Cloisterwood, Paladin's Bridgehead, Blackpits, Sawmill, far NE corner of the map (Paradise Downs), and BloodMoon Island and probably in that order. You definitely want to have begun quests in Stone Garden and/or Cloisterwood and Paladin's Bridgehead before the Blackpits, because the quests take you to the Blackpits. You could do the Sawmill before the Blackpits. The key for me in the Blackpits (above ground) and Sawmill areas was to split the enemy encounters up into smaller groups. I did the Blackpits first and found the Sawmill easy, but I separated the Sawmill enemies into smaller groups using teleport, etc. Mummie Dearest at the Sawmill is no joke. I had to go back to fight Aetera a little later. I wasn't capable of taking her down immediately and needed to level up and pick up some additional abilities/spells first.
I also completed BloodMoon before Paradise Downs. I had gone to the NE corner but hadn't done a good enough job exploring the area and didn't realize I could actually reach areas I thought were unexplorable. Since I'd already gotten through all of BloodMoon, Paradise Downs was pretty easy. If I'd done them in reverse, it would have made BloodMoon easier.

Same thing happened to me on the first playthrough.
I hope you find your way through it @OP. The leveling is a bit tight at that point but well worth the needle in the haystack approach it may take to eck out another level. Plus Seether gave some good advice.
But then a a crap load of tar viod things showed up.
I think that fight is scaled for LV 13-15. I know that I save it for last, before heading to Bloodmoon Isle.
