Are arrows required to have in this game
I think Ifan the wayfarer does not use arrows when shooting, right?

Regular attacks and skills do not need arrows.

Basic attacks with bows/xbows are infinite. There are however like 15-20 special kidns of arrows that are one use

Not having a ranger in your party seems like a huge waste in my opinion. The various arrows can accomplish a lot, and they scale off finesse, so even a fire arrow will deal a nice chunk of damage if you need magical damage. Also, they have no CD, so the knockdown arrow is extremely valuable, you can perma CC bosses very easily.

Gonna have a thief character doing all the stealing and lockpicking, should they be using two-weapon-fighting with daggers and 'scoundrel' or someone with a bow (and how should you build a bow user)?

Already planning to have two melee fighters so thinking I need to mix it up?

How about a magical theif instead of a deticated assassin

Building bow / crossbow is very easy. Put most of your points into finesse, and enough in wits to be the first character to play. Put points into Ranged, then split between huntsman and warfare (for physical damage).

Tactical Retreat is a must. Crossbows are better than bows the vast majority of the time, they deal more damage but apply a movement penalty, except it doesn't matter because you only move with skills.

Could do that, though was already planning on Fane being a Geomancer/Necromancer.

If you build a bow user, I'd go with 2 points in Huntsman (until you get to act 2 when you'll start getting source skills then you'll need up to 5 I think), and then max out Warfare. I say this because, for whatever reason, Warfare gives you a larger increase than any other skill to your physical damage (which I believe your special arrows are based off of too), despite the tooltip saying 5%. Stats should probably be Finesse to cap, then Wit.
