You get 2 attribute points per level and 1 skill point. At level 1 you get 3 attribute points and 2 skill points. Each point you put in polymorph gives you 1 attribute. You should hit the low 20s by the end of the game. You gain civil skill points and talents at various levels.
Attributes are capped at 40 (70 Lone Wolf), combat skills are capped at 10 (20 Lone Wolf), civil skills are capped at 5. Items can increase attributes and skills beyond the cap, but you can't put anymore points in them from leveling up.
The work around for this is to just swap to the talent page and disable lone wolf -> Set your attribute to 40 or whatever value above 25 you were looking for -> Reenable Lone Wolf talent and the invested points will correctly double back to expected.
