Nebora has a bunch in her shop in fort joy. Not sure where else to find them as ive never looked for them.

The crafting system has went to ♥♥♥♥ since last game. Reinforcing armor was cool in DoS, but i dont even think it works in this sequel.

The little hint to find metal scraps is to check those boxes.. ('box" is literally their name, not crate and stuff. Those small wooden things with tool-ish looking things in it) usually located in basements/armouries e.t.c.
