Speaking of which, most (all?) gear drops, armor crafting results, and vendor selection is based on your level. One of the reasons you don't see Source Orbs until around Lv8 is because while you can do other crafts/actions with them, they seem to be considered in the "Rune" category of items. And thus, since rune slots don't start appearing in gear until around Lv8, Source Orbs do not either. There may also be a secondary limitation such as by Act #. That would mean that some items will not appear on vendors in Act I no matter how high your level is.
That info is based on my very limited observation with two playthroughs up through mid-Act 3. Feel free to help clarify if you have any more info!
