If you can learn it it's a very powerful tool.
Devently not end user friendly.
That depends on what kind of expirience you are takling abaut.
If you mean a digital version of a P&P then I would argue it's probly better than NWN.
While I rudementery Pathing would be nice. It's more for a focused Tabletop like expirience ( it's the DM's job). Think of it more like it's a Digital DM Assistant than like a Game (more like Roll20 than NWN) .
If you mean setting up a adventure with only minor involvment of the DM. Then No.
Maybe it will be possible at some point. But evenn then you probly have to use the Divinity Engine 2.
If you mean just an user created campain wihtout active DMing then Yes and No.
You can do that with the Divinity Engine 2 but like I said it's a complex tool.
The NWN Persistend Worlds wil devently not work.

If it's the DM mode you are after you should wait until they pat it up a little bit and maybe to see if therte will be a good amount of user created maps (or full campains).
I also would argue that the DM schould be still callified as ... early acces.
But playing wiht your friends the Campain in Story mode it very fun and probly the most P&P like expirience outside of a real P&P system.

GM creation mod allow you to create maps & adventure where you'll manage everything: PNJ, Ennemis (i think you can also let them fight with the AI not 100% sure about this point), you can set plenty amount of things on everything pnj (allies / neutral / ennemis), map a "presets" maps so you won't change them.
What you can change is all the objects, pnj... on them.
If you like D&D but would prefer a more "modern" version with nice graphics, then i think this editor is totally fine (well maybe not for mega hardcore D&D players).
Now in comparaison of NWN editor it's totally different!!! DO NOT THINK it's the same, cause it's not!!!
Did lots of creation on NWN you could set pnj alive, switch between places, set a lot of "ambiance sound" all other the place, set a lot of interactions and so on... in fact NWN was my first world editor i used to create things for games. Actually i loved it <3
Don't know at all if there is a possibility to have something a bit like NWN editor but for Divinity Original Sin 2..... I really wish it's the case somewhere cause GM Creation isn't the same at all, sadlyyyyyyyyyyy... you have to do everything by yourself like a GM would.
Don't miss understand me it's really cool to have something like that! But i wish we could be able to use Divinity Creator to build our own playable story without any external help. Would definitely spend hours and hours to build an awesome story.
Modders are working hard on that game as i can see, a lot of good things coming out for the game and for the editor.
So should you buy this game? Well for the GM editor maybe but it's not like NWN so you can be disappointed (really really disappointed if you expect the same editor). You'll have fun with it, if you have some friends to play your story where you are the GM.
But, you definitely should buy it for the game itself trust me on this one, the story and the amount of quest in this game is awesome.
