Important thing is that these two categories are distinctively separated.
For example, some skills are affected by various resources.
Mosquito Swarm Healing Amount = [M.S. Base Damage × {1+0.05 × (INT-10)} × (1 + 0.05 × Warfare)] × [1 + (0.1×Necro) × (1+0.05 × Hydro)]
You should read tooltips carefully to understand on what each trees affect.
INT staves can't be an efficient choice for Warfare characters. The game doesn't prevent it, but it doesn't work well.
