Can't Give Swornbreaker to Almira?
I got both pieces but when I talk to her I don't get the option to advance the quest, is it bugged?

You need to read the schematic so you can craft it. Its a stone tablet and it should be in your inventory somewhere.

If ever you did't read the tablet and already given the tablet to her, just steal it back from her, craft it, and then give it to her.
