War Owl

Alright posting this up as a question. Where the heck was I supposed to use this whistle at? I have been all over the Blackpits, talked with every dead magister ghost I can find and yet the whistle does nothing. Talking to the paladin just has him repeat "I haven't received your owl yet." so that isn't helpful and checking back to old dialogue shows I don't have it anymore. Guess I talked to too many people.

The answer will be greatly appreciated!

I don't remember exactly what note triggers it, but at the house at the very bottom guarded by the two shriekers. Basically win the fight, read all the notes, and when your journal updates with "I should inform paladin X" shows up use the war owl in your inventory.

Your character will automatically use the whistle when everything is done with the Blackpits. Did you save the Black Ring prisoners? That's what got me stuck when I did this quest.

The thing with the War Owl has been bothering me. I've played a few different playthroughs where I completely forgot to use the Owl at all, still the dialogues with different people go on about "Oh yeah you're the guy who sent the Owl, cool thanks!"
After realizing it, I tried to use it on another playthrough and it didn't do anything, so I just tossed the thing. (shrug)

as far as I remember you use it near the harbor place in the desert area when you fully explore it (the island you go after prison island

Use Spirit Vision in the building at the docks and talk to the Black Ring prisoners. Doing that ended the quest for me and allowed me to use the War-Owl Whistle.

once you have cleared the harbour activate the whistle, dialoge will say ' rip a page from your journal etc' then a cool owl comes down and the quest moves on....

Use the war owl after fighting Magister Reimond in the Blackpits.

I'm so confused. Where do you even get the whistle? To my knowledge, I haven't come across it, been given it or ever had it in my inventory. All searches I put in come up about when to use it. Where do you actually get it in the first place? Is someone supposed to give it to you? Do you find it somewhere?
