Where are the magister records?

I'm currently in driftwood on a quest from the Meistr to find a sourcerer to train me. The quest info says the magister records containing all the sourcerer names are on the lowest level of the magister barracks in driftwood but I can't find them. Where are these records?

They are on the bulletin board next to the bookshelfs in the basement of the Magister barracks.
