Doesn't work at all. I've scrawled through any mention of it and all say something about a needle and a wooden figurine except it doesn't work. Either it's a bug or they're just assuming it's the same recipe as it was from the first game.

As far as I know, the item has been removed, it was implemented at EA stage though. You can check the whole crafting list via Modding Tool. I don't know why devs removed it.

There is a voodoo doll that can be bought from Sanders - no idea if it can do anything.
