This game "punishes" you for using weapons that are higher level then you by lower your accuracy.
I am level 5 using a level 3 weapon, so no it's not punishing me for level.
Can I boost accuracy of 2H weapons? I see that only putting points into ONE hand weapons adds to their accuracy.
Also being Blinded Reduces accuracy by 30% and significantly lowers range.
Other than that, base Accuracy is 95% and the only way to increase it is with items that do so, venom runes in accessories, hot blooded? (+10% accuracy and crit at full health) and two handed weapon mastery.
If they don't have a dodge chance listed, then your accuracy should be 95%.
That said I don't remember silent monks having anything listed, but they do have 20% dodge as my attacks were 75% against them.
