I gave her the skill book and she said she will use it on herself but the quest doesn't list as finished, why?

Dont do this quest. The loot is poor after you complete it. Better buy from her all that you need, except the belt and the ring, and kill her. THen u will loot all your money back and the ring/ the belt and some items, is the best way.

does she still appear later then if you regular kill her?

Not sure, maybe yes, like ... enemy? xD
All that i know is that she appears later in Arx barrack with some lines of dialoge if you finish the quest and dont kill her.
The other option is put all your money on a bag, and buy all that you can with it from her, then steal the money bag (thief 3 or more) . In this way you can take de items and finish the quest by normal way.
