Where is the Houndmaster in Fort Joy's dungeons?

Just killed the torturer and then went through and found the dogs. Got into the houndmaster's quarters and talked to the dog in the cage -- Birdie? -- and promised that I'd help him get out. I think I need the ball from the Houndmaster to safely release Birdie, but I can't find the Houndmaster to kill him?

I've killed 2 Magisters at the underground docks. Only other area I can see to go is down some stairs, but it says it's locked and I can't find the key to that?

The ''houndmaster'' is the captain in the prison. There are two ways into that area there without the key.

The guy in the Elf cave will tell you how to get into the underground entrance to the prison and the the elf in Griff's cage will also give you a way into the prison area. The houndmaster is in the prison area.

He is the guy torturing that dude in that one area you fall into when helping the tp guy.

You can also help Withermoore and take the ladder he tells you about, the Houndmaster will be at the end of the hall.
