Where and how do I start this quest, I have the gem that looks like an eye. I am supposed to put it in a skull but where?

in the basement of Mordus' house in Driftwood. The skull is on a wall, you need a certain wit level to see it I believe, but I don't know what that level is.

make sure you're around level 11 or so before going in btw, enemies will be lvl 12.
