Does Mass Shackles of Pain and Phase shift exist as skills for the player?
I think I saw some voidwoken use a sort of personal teleportation called phase shift, and I saw a couple of different boss enemies using mass shackles of pain, is there any way to obtain skillbooks for these?

No and no. Mods can make it possible, however. At least for Mass Shackles Of Pain.

Phase Shift, that's seemingly not possible to add in at this time for the player.

I'm not certain, but "Phase Shift" appears to simply be a renamed version of the Huntsman skill that allows you to reposition a character by essentially teleporting,

Pretty much, i feel the reason why it's not available to players is cause it would be too many teleports. There is already one in huntsman, one in scoundrel and one in warfare which are essentially teleports since you can go through some gated walls and locked doors. 3 of them is already overkill, i suspect phase shift, if it was available, would be in areothurge.

quite a few mobs have skills that do not exist for the player, see the frog demons and their amphibian leap as just one of many many examples
