Voldwoken Drillworm popped up kinda early. Is this normal?

I'm at the abandon camp and a rat told me to look down the stairs. I thought he meant the shriekers but soon as I stepped on the stairs a voidwoken drillworm spawned. After weakening it a bit it retreated further into the harbour where the Alexander and his minions started fighitng it.

Eventually the worm, Alexander and one other minion died. I've been to this harbour before but the worm usually spawn after Alexander die or after all the magisters are dead. Was the worm spawning this early normal?
