They are void-bears, if you don't kill them quickly enough they transform.
I mean this isn't the first or last part where voidwoken enemies or tainted things are....you don't have to pick up that guys ring by the shore either but the voidwoken are still there regardless.
The bears are voidwoken in the story...doesn't matter if you end up fighting them or not they are still there. It's not like all the enemies or potential enemies in this game are just out in the open doing their fingers like Mr. Burns "excellent" "I'm super evil or bad muahahah".
