Disconnected from Global Chat

Has anybody else been getting this red error message popping up? Every time I log on, I get this and am barred from speaking in Global Chat. Any ideas/suggestions? I'd really like to be able to talk with people while I play.

Im Pretty Sure thier Doing server work,This is a global issue and should be fixed tommorow in the release

Question I'd have is if they are going to keep global chat this time? They killed it in the first game because of too many trolls (instead of just doing something easy like giving us an /ignore command). I found that very disappointing. Hopefully they are prepared this time?
