Glowing triangle on bottom of minimap
What dat be? Sometimes it's orange, I notice it turns green when I can interact with an object.

Its just an indicator that tells you to be on your guard or you're free to roam without fear of being ambushed or attacked. Colors obviously meaning what they mean as I'm sure you can assume what green, orange and red signify.

I also thought you meant "the triangle doesn't have a tooltip". Ambiguity is the death of communication.

OP, the triangle represents the "tension level" in the area you're in. Yellow means that you should be careful picking things up or walking into restricted areas etc. Red means you're in a hostile area.

It's just a guideline, and not a well fleshed out feature. I've definitely been in areas the triangle said were safe, but still could steal stuff and start a fight.
