I also thought you meant "the triangle doesn't have a tooltip". Ambiguity is the death of communication.
OP, the triangle represents the "tension level" in the area you're in. Yellow means that you should be careful picking things up or walking into restricted areas etc. Red means you're in a hostile area.
It's just a guideline, and not a well fleshed out feature. I've definitely been in areas the triangle said were safe, but still could steal stuff and start a fight.
