Was supposed to be like Braccus Rex's soul jars but you know, now "MODERN" and upgraded and HORROR.
IT'S SOLYENT BLUE PEOPLE: THE SOURCE IS LITERALLY DEAD PRISONERS.
But they hit a dead-line, none of that story got in, yadda yadda, drink them for soul points (like the random treasure Source reward that has a bizarre square icon as opposed to the round source orbs - I mean, WTF IS THAT ALL ABOUT? OBVIOUS CUT CONTENT.
But basically: there was an attempt made to show how the ancient soul jars were being remade / turned into a commercial commodity where people > vats > soul potions that the rich and magically perverse (HELLO DOCTOR) got in...
But hey, budget is budget, none of that is actually ingame.

You can actually verify this ingame:
Talk to the Warden in the Prison in Arx.
You'll get a quest.
You'll get an XP bump once you move into the room just past these potions
The Warden NPC can be told, you get a single line of dialogue, but that's it: content over.
