Three to four. There're Almira, Sadha, Windego, and possibly you if you join the Covenant with the God King.

You can give Almira a broken (already used) Swornbreaker to complete her quest tho, same goes for Windego and Sadha (if you choose so) so if you need it for your character(s) as well you can use them beforehand. You can kill Windego after you give it to her and loot it again.
