Problem with 'The Law of the Order' quest

Not able to proceed with this quest.

The last journal entry is:
"We found some letters in the Wrecker's Cave, but they don't have enough incriminating details to use against Lohar. There must be something else around here that bears more potent information..."

When I approach Lohar, there is no dialog option about that. And I am pretty sure that i returned the letter.
Anyway I don't have this letter on me.

After you beat Mordus, there will be a room nearby where you can find a Letter from the Dwarven Queen on a table (same room with the locked hatch), read and pick up the letter.

The journal entry you posted clearly states that whatever you found was not enough and encourages you to look for something else. IIRC that entry is from another, less important letter. What you need is the Queen's one.

I think you may need to actually take the letter into your inventory. And I too think it's the letter implicating the Queen you need. It's in an office of sorts in the cave.

You need to read the letter from the Queen to update then you need to either rat Lohar out to the Magister in the Barracks or take the letter to Lohar

I copied wrong section from the journal!

The latest one is:

We found a letter in the Wrecker's Cave - one written by Justinia, the Dwarf Queen. It proves that the dwarves had been conspiring against the Magisters. We must be careful about who learns of the contents of this letter.

It means I did everything.

Did you pick up the letter though? You get that update when you read it, but you need to have the letter in your inventory to be able to give it away.

I'm having this same issue.

I have both letters as stated above (including queens) and I don't have the speech options to finish the quest.

If you gave the letter to Lohar, you can't give it to the magisters. Obviously. If you give it to the magister, he asks you to kill Lohar.

I had the same issue, but later on I noticed that i sold the letters to a vendor. I found which one, and bought again.
