High End System Requirements
I work away from home often (army / months at a time) and am looking to build a mobile laptop for my gaming needs. This game is on my list of "must run at maximum settings" for my list of requirements in my build.

I did a preliminary search, and was not able to find any posts asking about the high end. Your Recommended specs section has GTX 770 listed, but I'm sure that's to run the game well, not at max.

Would a Nvidia 1070 run this game at maximum settings, at 1080p (1920x1070), at 120 FPS?

I dont think you need 120 fps in this type of game. You will be fine.

1070 should be more than good enough to run at max at 60fps, though I cannot say I know anything about mobile counterpart. As mentioned earlier, 60fps is good enough (and most likely the goal for devs), and you would need a 120Hz monitor to get use of anything above 60 anyway. Even then, it is unlikely you would see much difference, since 60-120 jump is all about reaction and screen-space. That is to say you notice change when precision is of value - in games fast paced, where you can feel the delay between your action and reaction on screen. Also - for things like pin point snap shots in FPS games, but this is obviously derivative from reaction time.
Using a laptop with a gtx1060 and it runs mostly fine. Currently have an issue where there is no change in performance no matter what settings I have on, which will likely be fixed on release, or after some patches.

Since the mobile Pascal graphics cards use the exact same GPU as the desktop counter parts, the performance is almost the same (its a little worse due to worse thermals).
So yes the GPU will handle 1080p with ease. 120 fps wont be happening though due to the CPU performance, but that should get better on release.

This is most likely due to CPU bottleneck then - since CPU is not affected by most GFX options, changing graphic settings will not change your frame rates. This is unlikely to be directly targeted by patches, unless CPU performance is really bad.

I love all the random guys pitching in with their sarcasm.

The model I'm looking at getting is a 120hz screen, and will also be used for CS:GO and Overwatch. So I'm using those as the benchmarks, and seeing if this game also falls under the same umbrella.

But please, continue your random terade of sarcasm. I'm sure it helps you get through the day.

The CPU will be an unlocked Core i7-7820HK 39x clock. So CPU bottlenecking the GPU shouldn't be a major issue.

From the specs seems you're golden. Should run 120 even, though at this point it's more "is the game well optimized" more than "are my specs good enough". Ain't specs fault if NASA computers cant run Mafia 3 at 60FPS, if you get my meaning...

Are you sure one gfx card is enough? Should throw in a 2nd 1080ti just to be on the safe side.

It is though. Mine has a i7 6820HK and even when overclocked to a stable 4.1GHz it still drops down to under 60fps from time to time, even on lowest settings where my GPU load is below 30%
