Boy with the boat and two guards do not spawn

The first time that I went to the dock I met the two guards and the boy that will eventually get you out of the fort. I faught the guards and I lost. After reload, I went to buy a few things and come back. However, they did not appear again. The dock is empty and the boat missing...

Any idea of how to resolve it? Is it a bug?

I think the boy just sails away if you don't interact with him the first time you enter the location he is in, Happened to me too.

You have to talk to Han and then he will wait for you unless you leave the fort another way and come back. You don't have to kill the two guards near him; if you tell them what Delorus said, they will leave the area.

So far I have used 4 ways out of the fort. Someone said there were at least five but have not found a fifth yet.

When you first open the door from the bedroom into the main part of the upper floor a timer is triggered. If you don't go downstairs and along to the dungeon dock quick enough, they will already have 'spawned' and left. Dynamic world elements dontchaknow :P

I don't go through that door so I can't say about the timer. if you go up the stairs from Kniles' work area and through that door into the chamber with Orivund then you can fight him and go back down to find Han and the boat still waiting. As I said before, I talk to Han before doing the rest of the building. i have fought Orivund and gone to sell off stuff afterwards and still have had Han waiting.

Han will show up later in the Sanctuary sitting on a stool.

As indicated, no.

That said, he is but one of the ways out, there are 3-4 other ways out.
