[BUG] Game locked in combat and not able to do anything
Unfortunately I don't have a save file to submit because my first instinct was to reload to my nearest save file. However, I can give a description of the scenario.

I was in the labyrinth building where the three necromancers are sitting at a table playing cards. I went through the usual dialogue and ended up fighting them. Once I had killed them, they resurrected shortly after. The combat initiated, however I was unable to move, use a spell, retreat, or anything for that matter. Everything was greyed out.

I also had the soul jars for each of the necromancers in my inventory if that makes any difference.

This is a known issue. There were fixes in the last update, but apparently it did not cover all possible causes.
Saving and reloading should give you back control of the character. That can be done in combat, so you wouldn't loose the turn or have to try getting through the fight with the other characters. In co-op, having the host re-assign the character and transfer it back again also helps, IIRC.

If this happens again, please email a save made when it first occurs (or a Dropbox or Google drive link, etc) to supportdos2@larian.com, with a brief description of which character was stuck and what was happening when it started (entering combat, etc).
Even better would be a save before it occurs, with a way (at least semi-reliably) to reproduce it, but so far nobody has reported a way to deliberately trigger this problem.
Loading the saves fixes the problem, but at least having information about the state of everything when the bug occurred could help in tracking down the cause.

Each save is a folder in the '..\Documents\Larian Studios\Divinity Original Sin 2\PlayerProfiles\<ProfileName>\Savegames' folder. In Windows Explorer you can zip a file or folder by right clicking on it/them and selecting 'Send To | Compressed (zipped) Folder'.
