because people here hate Randy Pitchford and the manner of his handling of Duke Nukem franchise, like removing Megaton-edition in favor of his World Tour (for profit). and since Alien World Order is the biggest selling point of World Tour (and Randy's), hence people hate it
Or maybe they secretly love the episode deep inside, but never admits it to show hostility to randy. How could that many people say Alien World Order is worse than Nuclear Winter or half of the levels in The Birth?
New weapon is a reskin. New enemy is weird and gets tiny because it's easier to avoid having to do good sprite work and animate it. The boss is another reskin.
I still think this is the best new DN content since Atomic Edition. I only wish they had hired a good character artist to create a proper new enemy you actually can see and a new final boss.
It also needed a new CGI for the ending in the same style as the originals. That one 2D still image simply doesn't fit the presentation nor the art style. It needed to be a 3D render like the originals.
So yeah.. it does feel lazy around the edges.
Devolver Digital only got a three year licensing agreement for distribution of DN:3D, once the contract period ended they could no longer legally sell the game so purchasing options were removed.
Gearbox Software held the full IP rights are this point, but had not secured the distribution rights for the expansion packs. So wanting people to be able to still purchase and play DN:3D, they got some of the original crew back together and made all new content as well as adding some scrapped from the original game since they knew returning fans would be disappointed not having as much content.
They really went through a lot of effort for something that many people seem to scoff at as being a cheap cash grab when in reality they didn't have to do it at all. Considering they put in new content, new voice lines, a new hot-swappable graphics engine, developer commentary, modern hardware and console compatibility and the Xbox 360's "rewind system".
People sure make it out to be a much smaller dish than it is.

He's listed in the credits for AWO under "Additional Level Design" and recorded developer commentary going over designing the original levels, different details in the N64 version, etc.
The Incinerator uses a new sprite with different details, different physics, different effects, different sounds and was originally intended to be in the game. It was scrapped because they couldn't make it work with the old build engine.
The Firefly Trooper expands to a full size that's taller than Assault Troopers or Enforcers and was based off of scrapped designs for the original Assault Trooper. Additonally Nerve Software acquired the original leaked sprites from a community member that signed a non-disclosure agreement.
The Cycloid Emperor is reused as a boss in Duke It out in DC and is reskinned in Life's a Beach. You're complaining about something that already exists in this franchise.
L.A. Meltdown & Lunar Apocalypse both end on still frame story beats. Shrapnel City ends on a still of the games logo. The Birth ends on a still frame of the development team. Nuclear Winter ends on a still frame story beat. Duke It Out In D.C. has no animation and ends on a still frame. Life's A Beach also has no animation and end's on a still frame. Alien World Order ends on an animated still...
