You have to have purchased the laboratory expansion for The Ranch, created 20 Gadgets, bought the Level 1 and 2 Treasure Hunter upgrades and opened the gate in the Ancient Ruins, then do a quest and he will send you some StarMail opening the teleporter in The Lab to his workshop.
