To gain access to Viktor's Workshop, the following needs to be done first.
-Unlock The Lab
-Unlock the gate to The Ancient Ruins
-Treasure Cracker MKII must be purchased

Have you done all of the above?
If you have, you should receive a starmail after subsequently completing a range exchange with Viktor. Once this starmail has been opened, the teleporter in The Lab should be activated and grant you access to Viktor's Workshop
