Any way to change/reset graphics options outside of the game?

Okay, so.
I was playing with some of my options settings before playing this morning, and I accidentally turned the master graphics up to high. Now, the game is basically frozen every time I load it up, and even when I can open the options menu, it's frozen, and I can't actually change my options back to default. I've tried looking for other ways to change or reset the options outside of the game, but I can't find anything in the folders, I can't find any other people having this issue on this game, and adopting the solutions from other games hasn't worked, either.
I don't want to lose all of my progress by uninstalling everything, and I definately don't want to try a system restore in hopes of it working.
Can anyone help me out?

if you open the game in safe mode when it asks you it should open the game with the lowest settings. specifically for people with computers that can't handle it on high settings.
