roostro weathervane

Bit of a noob question but could someone explain the roostro weathervane to me? Not quite sure what it is other than the reward for the first 7ze rewards club. At first I thought I would have to go install it my self or has it already been installed? I'm way past this point in game but it keeps nagging on me and I can't seem to find the information anywhere.

It's the weathervane on top of the house, purely aestethic afaik
