still waiting for the system requirements for the game, if there is away i can check them myself please let me know. it has been 12 days.
On my PC, with V-sync on, I get anywhere from 60 FPS to 40 FPS (maybe lower) depending on what areas I go to.

I have two 970s and an i5 (my bottleneck) and I get lag when there's a lot going on, especially with booms and crystal slimes jammed into corrals. Now I don't exceed 20 slimes per corral just to keep the frame rate playable. Even in the wild, the areas where booms and rads congregate can dip.
There is no way in hell you're running the game on highest settings, with 8x AA, and not getting frame dips, especialy with an old rig. Unless you're running it at 800x600 or something.
