How do you unlock additional moves?

By keep levelling up through gameplay mostly. Unless you want to use cheat codes to Level 99 at cost of unable to achieve trophies/achievements.

Cheat Codes still available in either IGN or Gamefaqs, as all MUA games’ versions still have the same cheat codes with some exceptions:

• MUA1/this game: GBA ver. is the exception, due to its completely different gameplay & content features
  
• MUA2: the cheat codes of n-space-related versions (PSP/PS2/Wii & DS, due to different character exclusivities) are different than the ones from primary VVisions-related versions (PS3/X360/PC/PS4/X1), not just gameplay and content features
  • Be careful, some primary VVisions versions’ cheat codes may disable save games as disabling trophies/achievements, safe for mostly unlocking Thor, Hulk & Jean
