For GBA chars like Jean, Namor & Vision not gonna happened since that version's playstyles & its arts are completely different than 3D Ravensoft ones, & due to current movie rights problem between Fox & Marvel Entertainment that currently affects animated & game medias after Android/iOS Contest of Champions' release (safe for crossover w/ other companies like Capcom). Unless once that rights' problem is no more, there should be remastered SE/Special Edition announcement for MUA & XML series like Capcom's DMC4SE & Bamco's SCIIHD
You can contact Activision on its Assist facebook about the missing PSP/unused exclusives since there's also some messed up gameplay files (on its name typings & codings) & other remaining PC issues besides missing its original PC edition's settings
<( sorry man, other PSP exclusive contents like Cap Marvel & Widow, outside Hawkeye character never been added to 360 GE, then forgot to be added in RE Patch 2. It should be easy for Activision on just put their Wii models of them to RE, & adds 3 more character select slots besides Moon Knight (2 slots) & Spider-Woman (1 slot) like they did on changing the rotation of Iron Man's slot. & that's why i suggest you to complain Activision Assist on FB about this
While Hawkeye character was formerly PSP exclusive (in which Cap Marvel, Widow & Ronin, including bosses Swordsman & Alt. Super Skrull) since he had his simulation mission there, until the character himself currently part of 360 DLC as part of upgrading his some of his 2 power animations (Paralyzer & Xtreme's Ricochet Rocket)

Activision is now only forgot to add the remaining PSP exclusives left (including Hawkeye's sims) since these exclusive contents had unused HQ materials on Wii, & should be easy to reuse those materials & convert the IGB file settings to make them work on RE's gameplay in the first place
3 actually, for remaining PSP/unused Wii exclusives. Right now GBA characters is currently impossible to be added to Ravensoft gameplay due to current s****y movie rights situation i mentioned before. Which is why i already recommended you many times to contact "ActivisionAssist" on facebook. Have you tried to contact them?
These were characters that came with the Gold Edition back on the Xbox 360, and PS2.

Then we will not be be able to get those remaining missing PSP/unused Wii exclusives, if we didn't try complain about these missing contents to Activisions. I already did once on its Assist Facebook a year ago, & i get the contact with the company about it.
There are no DLC on PS2. Only 360 + its only 8. The 3 i referring is for missing PSP/unused Wii exclusives who are forgotten to be added. Also, Colossus & Moon Knight are available in RE by default before the 360 DLC were added in Patch 2 RE. Look at SC2HD
Are all the characters the OP listed WITH THE EXCEPTION of those marked with a '**' in the game now, in its present state? (I understand that many need to be unlocked).
I owned this game when it first released on X360, and would like to purchase it again now as it is on sale. I just want to know about the roster, as I can't find a definitive list anywhere. So much conflicting information, even the 'official' wiki is a jumbled mess. So if anyone could answer this, that would be super! (For bonus points, if anyone could tell me the current Steam version roster of characters in MUA2, that would be awesome too! Please don't wate time telling the characters who are not in the Roster, just the ones that are!)

As for MUA 2, It contains all DLC. Including Pre-Order bonus.

Don’t forget that the PSP characters were originally meant to be also on Wii and remained completely forgotten to be put in RE. For MUA1 GBA’s case, the play styles & content assets are completely different, similar how MUA2’s n-space being completely different than its main VVisions counterpart.
MUA1 & n-space MUA2 IGB animation files (commonly found from actor folder file (bin file on RE, if the files inside it are yet to be extracted to a folder with a same name)) from each ports (except GBA due to being completely different assets) works on every Ravensoft gameplay in XML (except XML2 PSP)& MUA1 (not GBA). Same goes to XML animations (NOTE: animations from XML2 PSP only works on MUA1PSP)
