personnaly i use Rainmeter script for fully transparency task bar :) so my bar was my walpaper :)

You can use Rainmeter (free aplication) with wallpaper to achive that thing
just search on internet

The easiest solution is probably to build it like a widget and force it to be below all other overlapped windows (like Rainmeter widgets https://github.com/rainmeter/rainmeter ).

Not easily, I think you are looking for a desktop widget program, your best bet is probably 'Rainmeter'.
