Space Dandy Wallpaper?

Would it be possible to get a custom offer for this wallpaper idea I thought of, I'm not exactly tech savvy so sending a photo shop version of this would be difficult, But there is a scene in the anime "space dandy" where a character (only seen once) Adélie is staring outside of a ship into space at the beginning of a song sequence. I was looking to get the still image of that scene but to animate the space outside to make it seem like the ship is moving, bonus points if you can make the still character seem somewhat lively and add the song used in the song sequence.
