tried again just now and turning off rocket dock has no effect on the problem

To test this, follow these steps:
1. Turn off Wallpaper Engine completely (right-click on tray icon -> Quit). This is important, otherwise it will just re-open the 32 Bit version.
2. Open Steam. Make sure you are on the latest version and not on an outdated branch as described in my previous post (2.6).
3. Launch Wallpaper Engine. It should give you 4 options to choose from. Choose the 64 Bit version.
4. Open the "General" tab of the Wallpaper Engine settings. Disable the automatic startup, now re-enable it to register the 64 Bit version as standard.
Does the 64 Bit version work for you?
If you do not get the 4 options to choose from in step 3., return to step 1. Then right-click on Wallpaper Engine in Steam -> Properties -> Set "Selected Launch Option" to "Ask when starting game"
yes, running the 64 bit version with the latest release does not cause the issue
interestingly enough, launching the normal version to make the icons disappear, then closing WE and relaunching the 64 bit version makes them appear again, without needing to restart explorer
