This almost always happens because either some files are broken or that an antivirus app is blocking the app by mistake. If you have an antivirus app, exclude the wallpaper_engine directory from your antivirus app. Additionally, do a clean reinstallation of the app. A standard reinstallation via Steam does not solve these issues:

1. Uninstall the app via Steam
2. Manually delete the wallpaper_engine directory.
3. Reinstall the app via Steam.
4. Start the app via Steam.
