Wallpapers not downloading and steam problem to..

First of all, the steam problem is that whenever I reinstall the engine, it always shows content is still encrypted. I tried all kinds of methods, it's still not working, and second of all, it lets me launch the game and whenever I launch it it let me uses the default wallpaper and when I install a new one its showing me steam download error.
