Wallpaper Engine always launches in Safe Start, and system tray icon is unresponsive.

Every time I boot up my PC, Wallpaper Engine launches in "Safe Start" mode and I have to hit "OK" for my wallpapers to be loaded. I always shut my PC down through the Windows "Shut Down" option, so I honestly have no idea what could be causing this. I also have this issue that after I hit "OK" and my wallpapers are loaded and the program is running, the system tray icon becomes completely unresponsive. The only way I can access the program again after this, is to completely end the task through Task Manager and relaunch through Steam. I've tried every solution I could find online, but none seem to work. One seemed to fix the problem for a bit, by turning "High Priority" off then back on again, but the problem returned not long after.
