The latest 5000 series drivers have pretty buggy reputation to say the least. You should file a bug report with Nvidia here, these types of bugs shouldn't be fixed in the drivers and not in the affected software:

Updated to the new driver and it still crashes. I opened wallpaper engine on Safe Mode and it didn't crash. I did report it to nvidia, thanks for the link.

If I remember correctly you can set Wallpaper engine to run off the CPU in the Nvidia control panel, granted you need to have a CPU that has integrated graphics and ideally nothing intel from the last two generations as they can be... uncooperative. But seeing as OP has a 5090 they should have a decent CPU to use instead, like a Ryzen 9 7950X3D has I think 2 graphics processing units I believe which can run most wallpapers and some of the more balanced CPU's can run a lot of modern games let alone wallpapers. This would also allow them to avoid crashing on startup though you do need to set it up and restart to test and make sure it's running correctly.

To do this, go into your nvidia control panel - Manage 3D settings - Program settings
When in this tab you can set custom options for specific programs and what we are looking for is "Select Program to Customize" and look for Wallpaper64 or 32 depending on which you use in the drop down menu which will list a ton of programs, you probably want 64. Select it, then look for "Select the Preferred Graphics Processing Unit for this Program" you want to click on the drop down and look for "Integrated Graphics" which will be available if your process has it, something like a Ryzen 7 8700F will not show this option as the computer lacks Integrated Graphics. All of my builds have had dedicated and integrated so it's always been there for me, supposedly the Select GPU option is grayed out and not clickable or doesn't appear at all for some people if their CPU doesn't have integrated graphics but I can't confirm that.

Also, for OP, you may want to look into getting a CPU with a decent integrated graphics (or a small 4gb GPU that can run without needing power cables routed to it, most of them cost 30 to around 120 USD) for your setup as you can offload physx tasks to it which in older games will run really slow because the 50 series can't perform the task (feature set was removed and offloaded to the CPU, not integrated graphics by default so the CPU is running normal processes and the physx tasks) and it gives you a nice back up in case your 5090's drivers have problems again in the future while you wait for patches. Some of the new AMD and a few of the upcoming Intel processors will have access to really cool Integrated Graphics Processors so if you plan to update your build in another year or so there is some really awesome stuff coming that will compete with even 3070/4060 desktop cards so if your 5090 goes down you can still play your games at decent settings while you wait for patches.

Bad news 13900k that has been replaced twice lol No more intel

Yikes well I guess AMD will work out decent at least, sad thing will be the motherboard change if you do go that route. It's a lot less heart ache and a lot cheaper to just throw a 4gb card or something small in there that can run off the power supplied by the 16x slot, it'll serve you well enough and you can put it in a NAS or a mini PC in the future. But at the same time, 2 CPU replacements is a bad sign so probably best to wait for whenever you have the money and time to throw in a new CPU that isn't constantly trying to kill itself.
